American, Swiss, and German Intelligence Create a New Narrative

The United States from 2020 forward began creating a narrative to overwhelm and bury the truth. The Swiss and German government personnel involved enabled and built upon the United States-created narrative in exchange for intelligence. These are some of the tactics used by these countries:

1. Create narratives support the narrative they created
2. Create records to support the narrative
3. Use officials like those in law enforcement or the SEM to facilitate the creation of false narratives
4. Use staged field contacts or other illegal stops by law enforcement to input false information
5. Use a multitude of sources to increase the sources and by implication the plausibility.
6. Falsified reports by personnel about the target to law enforcement a the staged scene
7. Engage in an outright smear campaign
8. Do fantastic things that are out of the ordinary to the targets to undermine target credibility.
9. Destroy records and other evidence that challenges the false narrative
10. Prevent the collection and retention of records challenging the narrative (no photos allowed)

Witness Intimidation

The United States Justice Department describes in brief what the Sinaloa Cartel does to protect its criminal operations including actions against law enforcement:

“[The Sinaloa Cartel] in order to protect their drug distribution activities and evade law enforcement, the traffickers took a number of steps. They obtained guns and other weapons and used intimidation, violence and threats of violence against members of law enforcement, rival drug traffickers and members of their own drug trafficking organization” 

Sinaloa Cartel USA Union Members Discredit Plan and Witness Intimidation

The Sinaloa Cartel and its USA Union members have risk mitigation plans. Once they become aware of the threat to criminal operations, they deploy their risk mitigation team -McSinaloa.  

McSinaloa is fully deployed to stop any risks.  The members include Blood sets along with corrupted Department of Defense Personnel which means Navy SEALs and a variety of United States Army personnel, corrupt cops, countless Latino lackeys and a multitude of one-offs. 

I believe the cartel is merely deploying the government’s own techniques and tactics back against it. I can envision some pissed off Navy SEALs who lost brothers during the wars perhaps. May be Uncle Sam did them wrong. PIRUs who never had liked Uncle Sam. Sinaloa Cartel operatives who do not like America echo the same coming up with this plan.

From my experience the Sinaloa Cartel attempts to mask murders of United States targets and avoid it on United States soil to some degree and attempts to ensure it does not become the target of a massive task force investigation. I do not want to get ahead of myself. Here is the risk mitigation plan based on my personal experience in somewhat chronological order.

The Discredit Plan and Witness Intimidation Plan

Each of these plans run simultaneously. The goal is to silence the witness by any means that avoids an investigation.

The Discredit Plan

Stage 1: Early Reconnaissance for Campaign Planning

1. Initiate full electronic and physical surveillance of target
2. Develop a dossier of the target and continue to refine
3. Utilize a honey lure to continue to develop information
4. Develop a PsyOp Campaign targeted at witness
5. Confirm corrupted cartel assets are ready when needed

Stage 2:  Execute Discredit and Intimidation Campaign [Sinaloa Cartel]

1. Threaten the target [law enforcement official and witness]
2. Demonstrate ability to make good on threats
3. Go to target witnesses work and intimidate
4. Go to target witnesses home and intimidate
5. Initiate a show of force when no one else is around i.e. in middle of desert.
6. Initiate a PsyOp campaign against target to begin discrediting him
7. Begin deploying corrupted assets closest to the target to execute the discredit plan
8. Deploy an information warfare team to deny, delay and disrupt target.
9. If the witness attempts to connect with the FBI then attempt to quietly kill the witness.
10. If the rare event the target lives, maintain massive show of force.

Stage 3: Discredit and Intimidation Campaign Ongoing [Sinaloa Cartel]

1. Continue to deploy an influence operation to ensure target has no options.
2. Demonstrate knowledge of witnesses’ family and friends including where they live.
3. Send cartel union men to intimidate those family and friends
4. Continue to stalk and harass the target 24/7 wherever he goes.
5. Attempt to isolate the target by continuously intimidating those close to the target.
6. Deploy corrupted personnel whenever possible to build up a false narrative.
7. Attempt to frame the witness turning law enforcement against the target using corrupted law enforcement assets.
8. Continue to deploy corrupted law enforcement personnel and officers
9. Set up up bogus field contacts with corrupted law enforcement assets and reporting person working for Sinaloa cartel union.
10. Continue to deploy PIRUs and private investigators along with a myriad of cartel proxies to apply pressure.
11. Continue to stalk and openly intimidate target. Shoot at target to increase pressure.

Stage 4: Discredit and Intimidation Campaign [Sinaloa Cartel]

1. Continue to discredit the witness using tactics modified for use by Sinaloa Cartel union members.
2. Use intelligence techniques and technologies and vast human and financial resources to maintain the upper hand and ability to stay ahead of target.
