Torrey Pines State Beach (Maritime Delivery)

So United States Navy Seals turned spies infiltrated the Sinaloa Cartel, Bloods, and then a lot of other global organizations offering services as rogue operators. I witnessed them unloading a Panga of people and drugs they smuggled in on a boat in the dark hours one morning during the Fall of 2020.

Within a few weeks, I was terrorized out of San Diego by members of the San Diego Police Department. I was made to believe they were corrupt cops working with the Sinaloa Cartel and Bloods. Those involved are criminals for doing what they did, but not because they were serving these organizations. It was part of an carefully crafted operation albeit involving numerous crimes, to covert up their activities while using me to ingratiate themselves with the threat groups as fixers.

The Context for Staged Operations

This was after, I uncovered some of their other operations and their involvement during 2020 in various cybercrime jobs

The SEALs involved being smart badass individuals they decided the best thing to was to to double down and use me as the focal point of what became a global terror campaign. As part of their fixer services they engaged in a terror campaign, but it was not only simply to further ingratiate themselves with the Sinaloa Cartel, Bloods, and Asians associated with another OCG.

You doubt what I am saying. Start by reading the Organized Crime and Reporting Project’s, Inside the Sinaloa Cartel’s Move to Europe. The CIA operator referenced by El Flaco is tied to San Diego a terror campaign and numerous other crimes.

Let’s Terrorize Him AND Use Him as a Rabbit to Lure About OCG Members

You might have heard about operators painting targets in war zones. Well, what do you think they do in the global war on terror and the war on drugs and whatever contrivance they view as being worthy of their attention? I can tell you what they do. They do what they do best. They fuck people up -including civilians. They used a massive support network (from INSCOM) to the 4th and 8th Psychological Operations Group personnel, development group tools, a seemingly unlimited budget.

I Witnessed Trafficking of People and Drugs via the Pacific Ocean

Late September 2020 or early October 2020, I witnessed, in the predawn hours, some former team guys [SEALs] bring in a load of people and product.

The teams guys ensured the non-interdiction of people and product with their other Sinaloa Cartel associates on site. There was a large team at Torrey Pines State Beach handling the operation over the prior week. Unfortunately a black divers suit and hood worn by a team member involved does not have the green Scooby Doo Diver Clipart effect which I have included below. I thought I would bringing a little humor to serious crimes. These crimes now effectively amount to 20 plus year sentences for all the participants in McSinaloa. 

So it the predawn hours, it was dark out but not pitch dark by any means and there was a lot of light from vehicles staged at the beach near the RVs lighting up the scene.

More Panga Deliveries Continue Over A Year Later

The Chapitos have expanded their transportation operations utilizing maritime […] transportation […] according to the United States State Department. No shit. And, this is more than a year after I witnessed the PANGA delivery team in action.

Border Patrol|  [We have] already seen a 55% increase in maritime smuggling events since fiscal year 2020. If this pace continues, agents expect next year’s numbers to surpass last year’s.

This report that follows in the news video below about Panga landing over a year later sounds, perhaps, too disorganized for the SEALs to be involved. May be they have taken a break or only working on high value loads given they have been identified or simply not acting on site.

The McSinaloa Union – corrupt Navy SEALs, Dirty Northwestern Division Cops and Bloods

Those involved did not simply show up that night and say game on. They had a robust counter-intelligence operation going the week prior to the delivery if not longer and even following the delivery.

Those involved know I know who is involved. They know I am aware of how they are running circles around any law enforcement still doing their jobs assigned to the Pacific Coast counter-trafficking teams. The Sinaloa cartel union is comprised of corrupted Department of Defense, current and former, to facilitate these operations.  

The group most capable of ensuring clandestine beach would be none other than Navy SEALs. Fortunately for the Sinaloa Cartel Nave Special Warfare is housed in Coronado, California right near the border and coast. This could not be any more idea for the Sinaloa Cartel, having corrupted United States Special Forces right next to the Tijuana Border crossing and Pacific Ocean. The bottom line is some of the Navy SEALs traded something like this boat below for bringing in drug and people laden Pangas.

Narco Interdiction to Partnering with Sinaloa Cartel Associates to Smuggle Drug and People

Once they were engaged in Narco Interdiction. Now some of the SEALs are engaged in Drug Smuggling guiding in boats such as these Pangas.

I watched a sophisticated operation unfold.  However improbable this seems, it is not even remotely implausible because it happened. The men involved knew that I had identified them. We engaged. I offered to stay silent but was intimidated even more instead of having a solid agreement.

Some of the team guys engaged me at Dog Friendly Beach during October. They told me to “get down to the Island.” As I wrote elsewhere I did not go to the Island. I was concerned the team guys would package me up and send me back over the line into Mexico (since that is what they all tried to do) August 13, 2020, outside the El Paso-Juarez corridor as I drove to the San Diego FBI.

Those involved had two RVs parked at the beach all week like they were camped out for the late summer enjoying the beach.

Ready for the covert beach landing. I do not remember, but it might be in my notes.  The RVs might have even been sitting there at Torrey Pines loaded up when the Panga sat empty and the federal officers came out to do the clean up (of the empty boat the next day).

The Drug Enforcement Agency’s (DEA) Response

The response of the DEA’s San Francisco office can be found here. J.K. Rowling, author of Harry Potter, would have a difficult time making up – the DEA’s unbelievable response.

McSinaloa Intimidation Prior to Going to the DEA

June 2020 with no follow up communication from the DEA’ s San Francisco office, a close friend of mine went to the DEA’s San  Francisco office.  I told him not to go if he was was threatened by McSinaloa. He is naive about these things and does not know anything about investigation or the criminal world much less organized crime.  

Nevertheless, I told him the message would be clear and an implied threat. The morning before he was to go over to the DEA, McSinaloa sent him a message.  The cartel had the a male Latino garden crew member my friends home photograph his home security cameras at this house. Obviously McSinaloa knew the cameras would immediately alert my friend that someone has been picked up on the cameras.  

In can you all do not know the garden crews are one of the go-to groups for the cartel to act as messengers and Halcone’s for the cartel.  They operative in plain sight, can attempt to utilize plausible deniability and provide a buffer against the other criminals running the intimidation operation. The goal obviously was to send a message to my friend to intimidate him not to going.  A cartel lackey taking photos of his security system at his home says: we were listening to your conversation with Christian. We know you plan to go to the DEA today.  We know where you live and we are not afraid.  This is classic intimidation and an attempt to once again prevent me from obtaining assistance from federal law enforcement.  

San Francisco, California DEA Field Office

So, wanting to assist and a bit naive decided to go the DEA. No one was present at the DEA’s office when he went. A sign on the door directed visitors to call a phone number. He called the number and said the duty agent gave him the run around. The Special Agent to whom I had spoke with and never returned my last calls, he was told, went on leave.  

Clearly sending a proxy gardener messenger is not the only tactic or thing the cartel partners did or would do to obstruct justice.  Was it a coincidence my Federal Express package that an attorney overnighted to the office of the San Francisco DEA had a delivery exception.  It stated the address was wrong. Yet the address was the address for the DEA.  Moreover, it stated the package was left in the mailroom.

The DEA has a sign on the door for its San Francisco office to leave all delivery packages, unprotected, in the hallway. Yet that is not what was indicated by the Federal Express receipts.  Cartel corrupts Federal Express delivery drivers all the time. Who is not to say they had corrupted or even engaged in targeted placement to control delivery of packages to the DEA offices having someone keep them apprised of mail coming and going from the DEA or to even intercept and or at least delay it. 

So, I had overnighted a large box of several pounds of paper because the Agent refused to accept a downloaded link.  The agent sent a text message stating he had received it.  He understood the urgency. Yet I never heard from agent again and he suddenly disappeared. More than odd.
