The Threat Note (United States Government drafted)

I was working as an investigator for a local agency July 2020 and preparing evidence to take to the FBI regarding a cybercrime staging operation. I was threatened because I was under surveillance. At the time, I was lead to believe it was the Sinaloa cartel, Bloods and unidentified organized crime group of Asians threatening me with the Sinaloa Cartel taking the lead.

This this threat note was placed on my vehicle at the direction of government infiltrators right outside my apartment where I had recently moved after being terrorized out of Tijuana, Mexico. A place I had lived before with absolutely no issues. This threat note was drafted and placed at the direction of government fixers who were engaged in the puppeteering of members of organized crime who were sent to intimidate and harras me, and whom they were puppeteering to engage in cybercrime operations at the City of San Diego to conduct reconniasance on site.

This was never investigated because like in Operation Fast and Furious where agents let almost 2000 gun “walk” while they observed the criminal activities. This was done here. However, it went far beyond the illegal conduct in the Fast and Furious by agents. This was done to use me as a decoy, and focus of a terror campaign by the special operations division in order to illuminate targets and to harm me in order to establish great credibilty as cartel fixers. The government operatives carried out every obfuscated threat made in that note and began doing so within a few weeks of placing it on my car windshield outside my apartment.

Threat Note (from United States Intelligence)

So, the threat obfuscated and meant, as part of a black operation, to be attributed to the Sinaloa cartel and Bloods. This is because I was building a case to take to the FBI and about finished. Unbeknownst to me at the time, government operatives who had infiltrated the cartels and Bloods were the ones who originated the note, were directing the terrorize campaign. This is where you can see the hand of intelligence, the black hand as it becomes a little convoluted.

United States Intelligence Illegal Conduct

United States intelligence had been using me long before 2020. I will go into this elsewhere, but for now it is important to note that intelligence / law enforcement had designated me a decoy while living in Tijuana, Mexico. I was steered into an intelligence controlled apartment in Mexico (where they directed part of a campaign). They used me as bait to lure out associates on both sides of the border. This was extremely dangerous and things escalated.

Meanwhile federal operatives were using me as a vector at the City of San Diego for a staged cyber crime operation the under operatives were puppeteering the threat groups members. The fact this was done was extremely dangerous. I literally fled Tijuana one evening with a few boxes, had left all my things, and never have gone back (thanks to the United States government using me as bait).. What the United States government did not count on was me uncovering intrusion into my government system, lateral movement, staging including the use of at least one gang member from Los Angeles (probably a Blood) within the “secured” law enforcement building.

Background Information

Staging at the City of San Diego

The Assistant Director who reported to the Chief Technical Officer (CTO) was formerly with the FBI. This office was on the top floor several floors above my law enforcement office. Additionally the person assigned to work with me when I started was a recent FBI Special Agent retiree. Is this relevant, considering the FBI is tasked with cybercrime, engages in puppeteering and using individuals along with classified operations and has a history of abuse, this could be highly relevant. I only know the FBI failed to render assistance. It failed to do so to not only avoid embarrassment of having been part of interagency operations ones that were using me as a decoy, vector and quite possibly a person of interest as part of a multi-year interagency operation. Continuing with its desire to continue to use me, unknown to me, operatives designed a plan to terrorize me attributing it to the Sinaloa cartel, Bloods and an unidentified Asian OCG(s). I was made to believe it was corrupt laws enforcement and organized crime groups members and associates.

The Threat Note

This is the tradecraft vernacular that I have since learned. The United States refers to the President as (God), and its operatives as (Angeles), and at times the government is generally known as God. My name is Christian so I am Christian. And the references within the note about surveillance is simply intelligence operatives have a laugh at my expense and to terrorize me -delivering a message obfuscated which is what intelligence does. Intelligence operations, black operations, by design sow confusion and these operatives like to be obvious believing they were going to be undetected.

These are SEAL turned spies read Defense Clandestine Service and CIA working with SOCOM psychological operations teams like the 4th and 8th Psychological Operations Groups (POGS) who were having a laugh at terrorizing me and writing this obfuscated threat note. They are jokesters and terrorists who have no concern for anyone well and think that working in cities where people are not at war that the can conduct themselves as they have done in war zones with the belief there are no rules.

This is what the note conveyed before I discovered the truth:

This is what the notes really states from those the viewpoint of the DOD personnel who drafted it: We are intelligence personnel. You are interfering with a covert operation. We will deploy our psychological warfare teams against you. We are the tip of the spear (control the other parts of the government). If necessary we will undertake a series of – illegal – activities to ensure your compliance. We will engaged in black bag operations tradecraft (which is what this threat note represents) that will include a smear campaign, economic warfare, framings, and deploy the resources of the state against you. We are intelligence and have you under full surveillance. If you refuse to comply, we will break you (using the resources of the state) to ensure you are homeless, filthy, and psychologically broken and worse.

if you are a Christian, (my name is Christian) we will have you locked up in a mental institution. We don’t like what you are writing about our (covert) operations. Stop building a case about God “This is a tradecraft name to refer to the President of the United States). The SEALs are his angels. It reads, don’t call us (the FBI, CIA etc). We have you under surveillence. We know you are looking at Ecosia (a CIA or BND developed or backed company probably). We will subject you to psychological warfare in order to discredit you and harm you using SOCOM tools that are classified. We will if necessary engaging in agency activities to ensure your compliance while pursuing a smear campaign. We are the democratic party. Big (Brothers) is a reference to SEALs and obviously government.

Government Pimps and Good Squads (Not Pretending)

The fact they were eventually discovered. Since being discovered their actions have centering coercing me using threats, intimidation and at times praise (like pimps). Pimp in this instance means to make use of often dishonorably for one’s own gain or benefit. The interagency personnel cut me off from resources while using influence techniques to justify it.

Preface: Christian Duke In-Person Dealings with Those Involved

Let me preface that I have engaged one-on-one with members of organized crime from Bloods, other members of the hacker team, and some of the team guys involved in various roles to attempt to negotiate an informal settlement to this matter; obviously, without success. I know who is behind these crimes as incredible as that might seem to some of you who have zero point of reference for something as unusual as what I have been put through. 

” Sometimes the truth upsets people and institutions when it challenges the present order of things or does not fit the current paradigm in someones inaccurate frame of references, but it makes it all no less true. Like Galileo “After attracting the ire of the Catholic Church for stating the Earth orbited the Sun, Italian astronomer Galileo Galilei was put on trial at the Inquisition headquarters in Rome.

Threat Note Directed at Christian Duke while Law Enforcement Official 

Early July 2020, I received a threat note while a member of law enforcement. At the time, I was preparing to take a case to the FBI. A significant case involving the Sinaloa Cartel and its US partners engaged in various RICO offenses. The members of organized crime involved knew my intentions. They then began an intimidation campaign that was well coordinated and orchestrated.  

The threat note was appropriately titled, “This Is Our Threat To You.” The two paged typed threat note was placed on my vehicle windshield, parked outside my apartment at 420 Ash Street, San Diego 92101. The threat served as both a threat and means of a larger false narrative to attempt to discredit me all the while maintaining anonymity for the ransomware team. 

The note was written to be obfuscated in parts so anyone else reading the note would have needed me to provide additional explanation for context. The gist was McSinaloa threatened to have me placed in a mental institution. The threat note let me know McSinaloa was aware of what I had been doing -putting together a well-organized portfolio of evidence and outline of a draft RICO indictment along with information that identified several ransomware gang members. 

The note from the outset let me know that they were aware I had identified an apparent vulnerability in a search add-on called Ecosia browser extension. They were using it to exfiltrate data from my systems (and they used the threat note in a somewhat clever way to let me know they were watching me). Loosely akin to a Modified Narcomensaje for the United States Target

In Mexico, the Mexican cartels, including the Sinaloa Cartel sometimes send narco mensajes or place up narcomantas: 

Wikipedia | These drug cartels’ use of propaganda and scare tactics are used in precise, complex, and clever ways to get the most out of every action, resulting in their enormous power.”

The threat note is simply a modified version of a narcomensaje from their United States partners, (individuals who are native English speakers), precise, complex, clever, obfuscated and highly targeted at me. The McSinaloa ransomware group was responsible for the delivery – the ones fronting the ransomware operation at the City of San Diego which was in its early stages.

The threat note was placed on my windshield as I was tying up a case to take to the FBI as they are responsible for the prosecution of cyber crimes. It was typed two pages and folded up. It is written to have plausible deniability and is highly targeted at Christian Duke (me). Most of the note is obfuscated in various nonsensical diatribe to make it appear as someone psychotic wrote it unless someone understands the timing and context of the threat note. Most of the threat note is solely to provide plausible deniability, psychobabble, and anonymity while getting the threat across.

The gist of the obfuscated and targeted McSinaloa Threat Note |  We hate you Christian. You are a nuisance to us. We know you discovered Ecosia (the browser that plants trees) [“If you plant grass or anything that grows you are interfering with Global warming”].  If you go to journalists or the FBI which I was about to do the following week during July 2020 then they would have me placed in a mental institution, homeless, jobless, and break me. They would have me killed or imprisoned if I continued to put together a draft indictment for the FBI (a probable cause showing) as I had been doing. And they would rape any women close to me to force obedience. We will isolate you from your family and friends, harass, intimidate you and break you. This is our promise to you. We can get you anywhere. There is no escape. Most of the other parts are simply noise or obfuscation. For a more detailed description, you should review this working affidavit to discern how targeted this threat note was at me. 

To make it even more clear who was involved: within two weeks they had a young Latino nighttime doorknob washer at my government office drop a totem to let me know it was from Sinaloa. It was a demonstration that they could get me anywhere as they had promised. They demonstrated they could reach me inside my supposedly secure government office. It is absolutely absurd to suggest a threat note is not a threat note, especially in light of the fact the Sinaloa Cartel Union members made good on every threat in that note. The below is to demonstrate threat notes come in many odd forms and favor anonymity.

One of the primary targets for COINTELPRO’s fear-mongering was the Black Panther Party, the revolutionary Black rights group founded in Oakland in 1966. Just two years later, Hoover called the Panthers “the greatest threat to the internal security of the country.”

One “imaginative” suggestion? Sending a fake letter from US to the Black Panthers warning that US planned to “ambush leaders of the BPP in Los Angeles,” as noted in a 1968 memo in the Library’s database

FBI Threat Note to Martin Luther King

A letter sent anonymously by the FBI to Martin Luther King Jr. in 1964. On November 21, 1964, a package that contained the letter and a tape recording allegedly of King’s sexual indiscretions was delivered to King’s address. Although the letter was anonymously written, Martin Luther King Jr. correctly suspected the FBI sent the package.^[1][2] Coretta Scott King said the tapes comprised only “mumbo jumbo”.^[3] The letter does not specify precisely what action it is urging King to undertake; King understood the letter as advocating that he commit suicide,^[1] although some have suggested that it was merely urging him to decline the Nobel Peace Prize (which he won in 1964)^[4] or step out of leadership.
