This was the meaning the government personnel intended and conveyed repeatedly to me as a member of law enforcement and it continued into my time in Germany and since. However, I am also now aware of the tagging aspect of it and using it as a calling card. This second use would not be known by the target and thus can not be used to deny or even approach a remote level of plausible deniability. In short, the government personnel involved use the murder threat as part of its fear-mongering campaign and to support their operations. This is a criminal act repeated time and again to further its Mission.

SOCOM or Special Operations Command was founded in 1987. So this is there method of taking piss wherever they are engaged in activities or tagging. The number 187 can be used in a tag with any derivation of combination of numbers and the numbers do not need to be adjacent to each other.
However, in the context it was presented to me, this was done as a murder threat. Few people outside of SOCOM could tell you when it was founded unless they have some sort of particular interest in SOCOM or perhaps are a jeopardy champion. However, should this information become disclosed SOCOM could attempt claim this is not true about the murder threats made at the direction of its operatives, stating they use it for tagging and any other use is misconstrued. However, in the totality of the evidence or even a basic consideration this fails in being plausibly deniable.
SOCOM could certainly deny the use of the number at all but again this would be a more than ridiculous attempt at a coverup -something akin to the Israeli personnel doing an amateur job in an airport with costumes several years ago that was publicized internationally.
