What is outlined in this report is what I have experienced since 2020 when I discovered covert operations that evolved into me being used at bait in a global terror campaign first involving the United States then its global partners under NATO and other allies. This includes German personnel whom I appropriately refer to as the Nazis and their Swiss “cousins” to the south. For the uninformed the Swiss are not a neutral country.
Remember that Snowden described his CIA experience in Geneva as formative and some of the games played in order to entrap someone. Intelligence tactics in my experience largely center around control, and include subterfuge, building false narratives to overwhelm, bury, obfuscate, undermine and present an alternative to the truth. These same type of strategies are executed as part of global campaigns both offline and digitally that are synchronized. The Swiss are participants in these dirty games.
Swiss Intelligence
While they are not part of NATO they work closely with other European countries and the United States on mutually beneficial initiatives. In this instance it was extracting intelligence at my expense by using me as bait. I am sure it was more than for drug intelligence (the Swiss are huge coke heads like the Americans) look it up. See Why Swiss cities dominate the cocaine hit parade. Which states that five of the top ten cities, in all of Europe, for cocaine use are Swiss cities.
You can imagine the conversation among intelligence operatives. “We have a guy we have been terrorizing in America and using as a “rabbit,” to illuminate threat networks wherever he goes as we terrorize him across the world. He intends to leave the United States to go to Switzerland to request political asylum after we ruined his life here to protect our covert operations all the while using him to further ingratiate ourselves and use him to light up targets. We would like to set up operations in Switzerland at the refugee center.
You will receive actionable intelligence to interdict large cocaine shipments in return and other counter-terrorism targets or leads, and a cornucopia of other actionable intelligence. The Swiss went in with the Americans and SOCOM were permitted to prepare the environment every step of the way from my travel routes to even steered me into the Boudry asylum center. The Swiss provided resources with other international partners “spies” i.e. clandestine operatives who packed the refugee center while they directed many other foreigners into this controlled setting that was fully staged.
Elements within the Swiss government are guilty of a number of crimes including creating conditions by which I would be terrorized, using me as bait, violating a number of civil liberties and ensuring that evidence was altered or destroyed. Moreover, it is my understanding Swiss intelligence went into a safe deposit box, removed, destroyed evidence that had photos of ghosts involved in this campaign/operation) and then put my files back into the box. The Swiss participated and condoned information operations or influence operations within their border that centered around harassment, gaslighting, and intimidation over several months.
US Operatives Attempts at Framing and Discrediting Me

The cartel union proxy members will continue to use the same bag of tricks and attempt to have me detained and arrested. They will continue to corrupt those close to me or influence outcomes to ensure I am in custody. I have been threatened countless times via cartel union members proxies with being arrested and killed while in custody (set up via suicide) or attacked. The goal is the same from the beginning to create plausible deniability. Those involved in everything that has been done to me include all cartel union members: corrupted law enforcement, corrupted administrative personnel, corrupted department of defense employees (including corrupted Navy SEALs), corrupted detectives, cartel members, cartel proxies and PIRUs and Bloods along with numerous other support team members.
Multiple attempts have been made to get me into law enforcement custody using corrupted law enforcement personnel from officers to administrators. Simultaneously, cartel union member efforts have focused on building a discredit narrative by utilizing false reporters and corrupted law enforcement assets.
The cartel has wielded its greatest weapon to silence and discredit targets, the sword of corruption. As has been stated repeatedly about the cartel -it will turn your allies against you. This has been my personal experience. I have encountered widespread corruption during the course of the cartel’s union members efforts to quietly silence me. Framing and getting me into custody and creating bogus field contacts was the goal.
Building the Discredit Narrative and Attempts to Get Me Into Custody
- From the outset the Sinaloa Cartel Union has attempted to discredit me and get me into custody just as they threatened in the July 2020 threat note. This includes not only attempts to have me placed in psychiatric institution as they threatened July 2020 as I prepared to take my findings to the FBI that month, but additional attempts – after that initial attempt did not work out for them to the degree they had probably hoped
- They then had San Diego Sheriff’s Deputies intimidate me, threatening me with arrest when I went to file a report in order to have evidence collected.
- They attempted to have another false reporter a older white female, have me arrested at a Federal Express location within the San Diego Police Department’s Northwestern Division early October 2020 at Del Mar Heights Road.The Federal Express employee refused to call the police. If the employee had agreed to call the police, the police division to respond would have been none other than the San Diego Police Department’s Northwestern Division whom I refer to as the San Diego version of Los Angeles’s Rampart Division.
- A week or so later they made another attempt in the Northwestern Division clearly a stronghold for the cartel union members. Yet another female cartel proxy falsified a report stating I was stalking her. I never saw her ever even to this day. I do not even know who made this complaint. As I saw no woman in the Del Mar Beachside Laundromat while doing my laundry. I was setup. The corrupt north western division officers lying in wait to engage me and intimidate me out of San Diego.
- November 3, 2020 another attempt at framing me. An attempt was made to have the Enterprise rental car I was driving placed into a law enforcement recall. This was done by LAX airport (Inglewood location) which is PIRU / Blood territory and down the street from PIRU Vinnie Hill’s old residential address in Inglewood Queen Street Blood territory. This same Vinnie Hill is the one who showed up at Reno, Nevada Airport as I attempted avert the law enforcement recall by paying in-person. The PIRUs (Bloods) were framing me.
Framing an Innocent Man -Sinaloa Cartel -McSinaloa and Blood TacticsThe manager at Reno Airport Enterprise Car Rentals told me someone at the Los Angeles International Airport (LAX) Airport Enterprise Car Rentals which is actually located in Inglewood had reserved my rental car. The manager had never seen anything like it and said it was not normal. Remember I obtained the vehicle from the San Diego International Enterprise Car Rentals which is hours away from LAX. This was tell-tell signs of tampering and a set up. The Bloods then had a representative at San Diego Airport Enterprise ensure I could not pay to extend the vehicle contract through the Enterprise 1-800 number. Someone at San Diego had my account coded. Next they (the Bloods) ensured no one would answer the phone at San Diego Airpot during the time frame I had to renew the vehicle. When this happens the calls are routed to the 1-800 number (again who directed corporate to not allow me to pay for the vehicle over the phone via the 1800 as I have done for decades. This is called Cartel / Blood games but a serious game. I barely adverted being arrested.I have a long history of being a platinum member at multiple rental car companies which means I have utilized a lot of rental cars over the decades as I travel quite a bit. Never had I experienced anything remotely close to this issues. It is because this was a Blood attempt to use corrupted assets to get me into custody. They stated as much (see Radio in a Box audio). For those of you unfamiliar with the United States, I called a judge in the midst of this fiasco while I was in Virginia City, Nevada. He said to me that he had a defendant in his court room recent to our call and convicted him for not returning a rental vehicle (stealing it) by keeping it beyond the rental period. Here is a story about Hertz rental cars being accused of doing of having some of its customers falsely arrested. The cartel union member: Bloods attempt to to manipulate my rental to ensure I would experience the same -felony arrest. - A few weeks later in New Mexico, the cartel union members with once again another corrupted law enforcement asset again attempted to create a dynamic wherein a bench warrant was likely to be issued. I was given a few business days to contact the court in New Mexico and submit documentation or a bench warrant could have been issued.
Corruption Made Easy: Plausible Deniability and Scripts
These union members seek to preserve their anonymity above all and insulate themselves from being detected. When their operations are compromised they seek to discredit and quietly murder their targets. In my case this has included deploying corrupted assets, corrupting more individuals as I sought protection, and continuing to attempt to discredit me and intimidate me using the same game plan as when this started. Certainly killing someone outright is too loud like planting a car bomb as was done to Daphe Caruana Galizia, or murdering me outright.
So they attempt to find vulnerabilities and create vulnerabilities and exploit them. For example if I was to even get a speeding ticket they might consider a means of disrupting the course of payment, ability to show up to court or disrupting communications to effect an outcome steeped in plausible deniability. They would do the same with any charge: pay off a prosecutor to ensure a case is brought forward, then go after the judge or perhaps jury members if necessary to ensure convictions. Or create a dynamic so that the target it incarcerated for enough time simply to have them killed by a cartel asset in a correctional center and utilizing guards.
Why attempt to get me into custody? Because they want to silence me. It is the attempt to engage in plausible deniability wherein they can control the environment. They build the discredit narrative and then get me into custody and have me killed either by hanging me as I have been threatened numerous times or by using a gang member (asset) within prison to make it appear accidental and the unrelated circumstance of being in custody.
Threats to Girlfriend: Witness Intimidation
September 2020, Sinaloa Cartel Government operatives who infiltrated the cartel devised and executed this intimidation campaign attempting to assign responsibility to the Sinaloa cartel.
Someone part of the enterprise called a girlfriends home in a small village in Brazil and began asking her questions: did she live alone, did she have children, who else lived in the home. This was as a continued to seek the assistance of other law enforcement agencies.
They called her home phone. They then took over her personal email account. At that point, they began sending messages to me pretending to be her mother. The cartel proxies, posing as her mother, stated that my girlfriend had gone missing.’
Her mother would never email from her daughter’s account, they did not live in City and there were other inconsistencies in the email the proxies sent to me. I responded with a request to deescalate. They soon after took over her bank account and withdrew the money.

Covert Operations -Government Personnel are Providing Fixer Services
The paper below is critical to understanding my future content.
Many United States law enforcement personnel probably prefer TikTok and license plates, but this is about a large criminal network using tools and techniques supplied by government infiltrator fixers which few understand.
So you need a framework before you can dig into the evidence I have about the individuals and groups involved. The United States operatives offer these services to OCGs and in my case these tools were used by government personnel to target me. The infiltrators provided fixer services on behalf of the cartels. I was the rat to be “fixed”
It is all an elaborate game revolving around manipulation and deception.
Mexican cartels (which is a bit of a misnomer because they are global non-state actors) quickly evolve to stay ahead of the competition. This presents a vulnerabilty and an opportunity because they require fixer services from outside sources.
Today influence operations or information operations are at the core of Sinaloa cartel risk mitigation plans (think United States SOCOM/ JSOC). These special warfare tools have been used against me.
If you are watching Netflix Narcos, you are watching what occurred about thirty years ago. Netflix Narcos does not show how things work in 2022 at least specific to the United States and European markets.
A lot has changed in thirty years including how wars are fought including the war on drugs. In future posts, I am going to show you specific examples using evidence I collected, and my personal experience with the cartel’s use of information operations to neutralize targets (MILDEC mentioned in previous posts is related to these influence operations).
Organized crime has integrated information operations into its arsenal. Influence operations (or Information operations) IO are part of the Sinaloa cartel’s risk mitigation team of engaging cartel targets using non-kinetic warfare. Something one can call binary bullets to refer to part of this domain where information has been weaponized.
It is entirely consistent with the Sinaloa cartel’s longstanding policy to keep things quiet, or violence at a minimum, in its most lucrative market -the United States.
Many of you require a a solid foundation so require training to begin a paradigm shift to understand the weaponization of information.
However make no mistake binary bullets are damaging and can lead to kinetic results. Information is damaging and this is why infornation operations are part of the war fighters’ arsenal. This is modern warfare.
